Are mods officially endorsed by Steam or the game's developers? Unless specifically stated otherwise, mods are created by fans in a game's community for their fellow players. Developers are not typically involved with mods or their creation, other than allowing their games to support them. I've just had the issue I have seen other people have where steam all of a sudden tries to re-download all of your subscribed mods. I found that if you click 'Local mod' in the Arma 3 launcher to add a mod locally and then navigate to the mod within the '!Workshop' folder you can add all of your subscribed mods. The only thing that you do put on the website is a Steam Workshops Mod URL. I hope it doesn't involve going into the actual Portal 2 game, as it's a bit of an inconvenience to have to start it up just to download the maps. N.B. I've left the Portal 2 tag out because I assume all Steam workshop pages work in the same way, and answers will apply to other games as well. Game works fine now, but no mods work. Only subscribed to a few, and tried playing with one simple mod to see if they're working, but it doesn't. No combination of mods work, so I don't think it's a mod issue. Mods from the Steam Workshop are found in the Steam Workshop content folder, the location of which depends on where you installed Steam. For the laptop I'm on right now, it's C:\Program Files (x86)\Steam\steamapps\workshop\content and then a numbered sub-folder that corresponds to Civ VI and then numbered sub-sub-folders (containing zip files) for each mod. I've had some issues with the mods working and I've just discovered that if you click the game to play in Steam and just leave the launcher up for a bit, the mods will update. There's no progress bar or anything, so it's a bit confusing at first. You can notice it happening by starting the launcher and then immediately clicking Data Files. I just felt like playing civ5 again, and hit the same issue: no mods present. According to Steam Workshop I subscribed to a crapload of mods, according to Civ5 there are no mods installed. Trying to remove mod and cache files a mentioned in this thread did not help either. I currently have poor internet for downloading games or anything large (i.e. around 150 KB/s maximum download rate). When I subscribed to a very large Skyrim mod via the Workshop, the mod never got downloaded.After an hour of playing Skyrim without it, waiting for Skyrim to sync and the works, it never started downloading.
